Holden's mind

While civil unrest continued to grow across North Carolina, Governor Holden grew worried.  In an attempt to find peace, he appeased the counties as he could, but some continued to be uncontrollable as civil governments broke apart.  Specifically in Alamance and Caswell, Holden felt there was no hope and the only way to restore civl law was through the SHoffner act.
