Mr. J.T. Bourne.
My Dear Sir: Understanding that the "Advance" belonging to the State of N. Car. is about to leave this Port for Wilmington, N. Car. and that her Cargo is incomplete and further that she is under obligations to carry over for the Confederate States a certain Amount of freight, I bed to know what portion of the enclosed list she can carry.
